North America's Recycling Gap and the Case for Waste-to-Energy
Most Americans believe they're good recyclers. WM's 2025 Recycling Report found that 77% of people say they recycle regularly. The actual national material recycling rate sits at 32.1%, and even generous estimates that include composting put the diversion rate around 35%. Nearly 70% of the municipal solid waste (MSW) generated in the US ends up somewhere other than a recycling facility, mostly in a landfill.
That gap between intention and outcome is the real story of North American waste management right now. It isn't that people don't care. The system built to catch what they set out at the curb was never designed for the volume or complexity of what actually gets thrown away.
Why the recycling rate stalled
US recycling tonnage grew fast between 1980 and 2010, from 14.5 million tons to 65 million tons a year. Since then it has barely moved: 69 million tons by 2018, and current national rates have plateaued in the low-to-mid 30s. Meanwhile total MSW generation kept climbing, from 251 million tons in 2010 to 292 million tons in 2018, according to the American Society of Civil Engineers' infrastructure assessment.
A few things happened at once. China's 2018 National Sword policy cut off the export market that used to absorb a large share of US recyclables, forcing municipalities to either build domestic processing capacity or send more material to landfills. Packaging got more complex, with multi-layer films and composite materials that single-stream facilities can't sort economically. And curbside contamination, food waste, plastic bags, and non-recyclable items mixed into recycling bins, keeps driving up processing costs and rejection rates.
States have responded with extended producer responsibility (EPR) laws. Several states, including California, Colorado, Oregon, and Maine, now require packaging producers to fund collection and recycling infrastructure rather than leaving the cost to cities. New Hampshire and Wisconsin introduced similar bills in 2026, and a handful of Northeast states are debating their own versions. EPR shifts who pays for the system. It doesn't create anywhere new for the material to go once it's collected.
The capacity problem underneath the policy problem
Landfill capacity in most regions is holding for now, but "holding" is doing a lot of work in that sentence. New landfill permits face years of environmental review and consistent local opposition, and older sites are closing faster than new ones are opening. State-level capacity studies, like Florida's 2025 assessment, are among the few tools tracking this closely, and most point the same direction: available space is a fixed, shrinking resource in a system built around infinite expansion.
Recycling alone was never going to solve this. Even a well-run single-stream program tops out around 35% diversion, because a large share of MSW, food scraps, contaminated paper, mixed plastics, textiles, is either not recyclable at scale or not economical to sort. That leftover material still needs somewhere to go, and right now the default is a hole in the ground that will eventually run out of room.
Where waste-to-energy closes the gap
Waste-to-energy conversion takes the material recycling can't capture- roughly two-thirds of MSW that isn't getting diverted- and processes it into usable power instead of burying it. Modern conversion technology reduces landfill volume substantially while generating renewable electricity or fuel from a waste stream that otherwise has no productive use. It doesn't compete with recycling. It picks up where recycling's limits are.
The World Bank's 2026 "What a Waste 3.0" report projects global waste generation will hit nearly 4 billion tonnes a year by 2050 without major shifts in how countries handle disposal.
