America's landfills are filling up faster than its recycling bins are working: the case for waste-to-energy
Most people in the US put something in a recycling bin this week and assumed it got recycled. It probably didn't. The country's overall recycling rate sits around 35%, and for plastic specifically, the number falls to somewhere between 5% and 9%, depending on which study you read. Meanwhile, the landfills that absorb everything the recycling system misses are running out of room in some of the most populated parts of the country. Those two facts sit next to each other in every conversation about municipal solid waste (MSW), and they explain why waste-to-energy is getting a second look as a serious piece of the answer.
THE LANDFILL MATH DOESN'T WORK IN THE NORTHEAST
The Solid Waste Environmental Excellence Protocol (SWEEP) projects that total US landfill capacity will drop by more than 15% over the next five years. That number hides a lot of regional variation. The Northeast is set to lose roughly 30% of its capacity in that same window, and the Midwest about 24%. Seven states are on track to run out of disposal space within five years. One more follows in five to ten years, and three more in eleven to twenty.
The West still has open land and available capacity, so at a national level the EPA can say the country isn't in immediate danger. But waste doesn't move itself across state lines for free, and states already do this: New York and other dense East Coast states export a meaningful share of their trash by truck and rail to landfills hundreds of miles away. That's diesel fuel burned, emissions released, and money spent, all to solve a problem that a functioning MSW system should be handling closer to where the waste is generated.
RECYCLING WAS SUPPOSED TO SOLVE THIS. IT HASN'T.
The EPA's own America Recycles Day figures show the national recycling rate climbing from under 7% in 1960 to about 32%, with independent 2025 estimates putting it closer to 35%. The agency's stated goal is 50% by 2030. That's a real improvement over six decades, but it also means roughly two-thirds of what Americans throw away is still headed to a landfill or an incinerator, not a recycling facility.
Plastic is where the gap is worst. Multiple recent analyses, including work from Beyond Plastics and the Department of Energy, put the actual US plastics recycling rate at 5% to 9%. Some industry figures cite 13% for packaging specifically, but that measures a narrower slice of the waste stream. Either way, the picture is consistent: most plastic that goes in a blue bin does not come back as a new product. Contamination, weak end markets for recycled material, and inconsistent sorting infrastructure across thousands of municipalities all play a part.
States are starting to respond with policy rather than just public messaging. Seven states, including California, Colorado, Oregon, Maine, and Washington, now have extended producer responsibility (EPR) laws for packaging on the books, and Oregon and Colorado already have programs operating with real registration, reporting, and fee obligations for producers. Washington requires producers to register by July 2026. These laws shift some of the cost and responsibility for packaging waste onto the companies that create it, which is a meaningful policy gap being closed. But EPR fixes the front end of the system. It does nothing for the waste that's already generated and still needs somewhere to go once it's collected.
That's the piece waste-to-energy is built for. Converting MSW that can't be economically recycled into electricity, heat, or refined fuel takes volume out of landfills, cuts the methane emissions that come from decomposing organic waste in a dump, and produces renewable energy from material that would otherwise just sit in the ground for centuries. Better recycling still matters and waste-to-energy doesn't compete with it. It handles the two-thirds of the waste stream recycling isn't reaching.
The landfill capacity numbers and the recycling rate numbers are really the same problem seen from two angles: too much of what gets thrown away has nowhere productive to go. Nexus Biofuel exists to change what "nowhere productive" means, turning municipal solid waste into clean, renewable energy instead of letting it pile up in a landfill that's already running out of room.
