America is running out of landfill space, and recycling won't save it

The U.S. buries or burns roughly 292 million tons of trash a year. Most of it goes into the ground. That math worked when land was cheap and landfills sat far from anyone who complained. It doesn't work now.

The landfill math doesn't add up anymore

Nationally, the U.S. has somewhere between 15 and 62 years of landfill capacity left, depending on whose model you trust. Bryan Staley, CEO of the Environmental Research & Education Foundation, puts the number at 62 years overall. That average hides where the real damage is happening. Seven states are projected to run out of landfill space within five years. The Northeast alone is on track to lose about 30% of its remaining capacity in that time. Total U.S. capacity is forecast to drop more than 15% over the next five years.

Meanwhile, a handful of mega-landfills in Nevada, Texas, and Georgia have room measured in centuries. That's the real crisis: not a national shortage, but a geographic one. Cities in the Northeast and parts of the Midwest are trucking trash hundreds of miles to landfills in other states, paying rising tipping fees the whole way. Every mile adds cost and emissions to a system that was supposed to be a local, boring utility.

Recycling was supposed to fix this. It hasn't.

The EPA's most recent estimate puts the national recycling rate at around 32%, with newer figures showing modest gains toward 35%. The EPA's own goal is 50% by 2030. Getting there would take an estimated $28 billion in recycling infrastructure investment the country hasn't committed.

There's also a gap between what Americans say and what they do. Surveys show roughly 78% of people claim they recycle regularly. Actual diversion rates tell a different story. Plastic film, batteries, and contaminated glass routinely get pulled from the recycling stream and landfilled anyway, because there's no market for them once they're mixed with everything else. Contamination isn't a minor nuisance — it's the reason entire truckloads get rejected at the sorting facility and sent straight to the landfill they were supposed to avoid.

Policy is catching up, slowly

Seven states — California, Colorado, Maine, Maryland, Minnesota, Oregon, and Washington — have passed extended producer responsibility laws that make packaging manufacturers pay into the recycling system instead of leaving the cost to municipalities. Oregon and Colorado have compliance fees in effect now. A handful of other states are drafting similar bills. It's a real shift, but it covers a fraction of the country, and it only touches packaging. It does nothing for the roughly two-thirds of municipal solid waste that still isn't recycled at all.

That's the gap waste-to-energy is built to close. The U.S. runs 63 waste-to-energy facilities across 18 states, converting municipal solid waste that would otherwise sit in a landfill for decades into electricity, with far less land use and far lower methane output than burial. It's a modest slice of the country's power generation today, a little over 2,000 megawatts of capacity, but it's the part of the waste hierarchy that scales fastest once a region hits its landfill limit and can't just ship the problem to a neighbouring state.

None of this replaces source reduction or better recycling design. But landfill capacity is a fixed asset running out on a fixed clock, and recycling alone isn't closing the gap fast enough for the states already counting down the years.
